Connecticut woman charged with abandoning baby in dumpster

A Connecticut woman has been charged with abandoning an 8-month-old girl in a dumpster, police said.

Andiana Velez, a 24-year-old Hamden woman whom police suspect was the child’s babysitter, was charged with risk of injury to a child, second-degree assault and reckless endangerment after the infant was found alive Monday in a trash bin outside a New Haven apartment complex, the New Haven Register reported.

Velez is scheduled to be arraigned Tuesday morning.

Capt. Anthony Duff said maintenance workers at the Presidential Gardens apartment complex found the girl injured inside the dumpster before she was rushed to a hospital, where she was listed in stable condition Monday with burns to her hands.

“New Haven police and the state Department of Children and Families are continuing to investigate the cause of the child’s injuries,” Duff told the newspaper. “Investigators have not yet determined who is responsible for the infant’s burn injuries.”

Velez also allegedly assaulted the girl’s mother earlier Monday. She remained held on $250,000 bail before her scheduled arraignment in Superior Court in New Haven, Duff told the newspaper.

A resident at the complex first spotted the 8-month-old before turning her over to workers there, one employee said.

“Ridiculous,” maintenance technician Rick Chardon told the newspaper of the allegations. “A blatant disregard for life altogether. A sad state of affairs.”

One tenant at the complex said she was shocked by the “horrible” incident.

“People are actually throwing babies in the trash can?” resident Dee LaGrande told the New Haven Register. “For this to happen, it’s crazy.”

Another resident, meanwhile, said it was clear that the infant was in pain while inside the dumpster.

“Basically coming out of shock, you can tell she was freezing, freezing in that trash can,” resident Rick Chardon told WFSB.

Investigators have located the infant’s mother and were in contact with her Monday, Duff told the New Haven Register.
